Solar credit in energy
bills, but effective date could hurt business
Just ahead of the debate on a major energy bill, the
Democrat-controlled Senate Finance Committee unveiled a 15 percent
residential solar tax credit in its version on Feb. 13. While the
credit, valid for up to $2,000 on residential PV systems and solar
thermal installations, had been requested in President George W.
Bush's energy plan last May (see PI 6/2001, p. 18) and passed as part
of the House of Representatives' Republican-backed energy bill last
September, there is one important difference. The House version was
amended to cover PV systems installed after Dec. 31, 2001; the Senate
bill would not take effect until the end of 2002.
PowerLight to set up LA factory
and to increase capacity to 20 MW by April
In early December, PowerLight Corp. announced plans to increase its
production capacity to 20 MW by the end of the spring. Shortly
thereafter, PHOTON International learned that the Berkeley,
California-based manufacturer of roof products for large PV systems
has also decided to set up a factory in Los Angeles.
Sharp
receives UL certification for three modules In a
move to increase its export activities, the world largest PV cell and
module manufacturer Sharp has received UL certification for three of
its module types. The UL approval is needed to sell modules in the US.
Peru to
extend educational services to remote schools via PV
IThe Peruvian Ministry of Education is looking to solar for a project
to modernize the country’s education system.
Renewable Investment
Plan approved by CEC
On June 13, the California Energy Commission (CEC)
approved a Renewable Investment Plan (RIP), which would provide $101
million USD to the CEC's Emerging Renewables Buydown Account from 2002
to 2006.
Chicago unsure whether PV will be included in renewable energy deal
On June 6, the City of Chicago signed a commitment to
purchase 20 percent of its electricity from green energy sources
within the next five years.
Nevada
considering an RPS with specific PV targets
The legislature in the western US state of Nevada may be
considering a proposal in April to increase its renewable portfolio standard (RPS)
from the current 0.2 up to 15 percent by 2012, with at least 10 percent coming
from solar.

considering two tax credit bills introduced in March.

Gov. Parris Glendening of Maryland has issued an executive
order calling for at least 6 percent of electricity consumption in state-owned
facilities to be produced by renewables.

Schadenfreude in the Golden State
Despite some news accounts to the contrary, the energy
crisis in California is far from over. And the pain it is causing
consumers is balm for sales of solar, making the state an increasingly
hot PV property for an industry that's always looking for a good market
and a shortcut to the money.
United Solar gets $84 million
infusion for new joint venture
In a move to bring down
production costs and gear up for economies of scale, Energy Conversion
Devices (ECD) has bought out Canon Inc.’s interest in their
ten-year-old joint venture, United Solar Systems Corporation, a
manufacturer of thin-film amorphous PV.

A historic solar energy bill,
first introduced in the US Congress as part of last year’s budget,
refuses to go away and will confront American lawmakers again in the
budget request for FY2001.
Trace completes merger with
Xantrex
The US manufacturer Trace
Holdings, LCC, the maker of Trace inverters, has announced a merger
with the Canadian firm, Xantrex Technology Inc., creating what
Mossadiq S. Umedaly, Xantrex’s chairman and CEO, claims will be the
world’s leading supplier of advanced power electronics.
