Broad acceptance for German PV bill 
The lower house of German parliament's adoption of new solar electricity tariffs is a double victory for the PV branch: on the one hand, the law duly eliminates the threat of a short-term drop in sales. But even more importantly, the conservatives agreed to it, which appears to set a stable long-term political framework for the PV business.

BP Solar plans 6 MW PV power plant
On the site of a former Addinol oil refinery in Krumpa, Germany, a division of Deutsche BP AG in Hamburg plans to build a 6 MW PV power plant.


Romag to start BIPV production in UK with BP Solar cells
Romag Ltd., a UK glass processor for the architectural and bulletproof-glass markets, plans to start production of BIPV glass-glass modules in the second quarter 2004 as part of a £2.5 million ($4.2 million) expansion of facilities at its Newcastle site.

RWE installs 2 MW solar power plant in Germany
In November, the electric utility Pfalzwerke AG and PV company RWE Schott Solar GmbH began construction of a 2 MW PV plant in Neustadt an der Weinstrasse, Germany. The nearly €8 million ($9.6 million) system should have come on line by the end of 2003.  

Sharp officially announces module production in Wales
Sharp Corp. officially has announced plans to start UK module production, not in Manchester as earlier rumored (see PI 10/2003, p. 8), but at its Welsh manufacturing division in Wrexham. This is the second time the Japanese world PV leader has gone for solar production outside its home country; Sharp started US module production in Tennessee in October. 

French PV lobby group calls for quadrupling of feed-in tariff 
French PV proponents held a press conference on Sept. 24 pushing for a quadrupling of a small national feed-in tariff to 60 euro cents (70¢) per kWh as part of a 150,000 PV roofs program. The French Alliance for Photovoltaics (FAP), a lobby group set up in May by French PV producers, wants parliament to include specific language for PV in a national energy law expected to be passed early next year. Eric Laborde, general manager of French wafer, cell, and module manufacturer Photowatt International S.A., says the alliance's goal is 150 MW installed by 2007, doubling to 300 MW by 2010 through the feed-in tariff, which would be paid out for 20 years. 

Sharp plans UK PV factory in 2004 
Sharp Electronics Corp. will start PV module production in the UK in the second quarter of 2004.

German Ministry of the Environment publishes its draft for Renewable Energy Law revision
On Aug. 13, the German Federal Ministry of the Environment completed the draft for the revision of the Renewable Energy Law (EEG). On the same day, the various government departments were asked for their opinions on the 15-page document. The solar lobbyists already have provided the first comments: their first impression is satisfaction, though they still see room for improvement, especially when it comes to the subject of systems on undeveloped areas. 

Tauber Solar seeks investors for 5 MW system
Since July, Tauberbischofsheim-based Tauber Solar GmbH has been trying to attract investors for a 5 MW system in Bürstadt, near Worms, Germany, touted as »the world's largest PV project on a building yet.«
