Solar backer: Jon Wellinghoff of Nevada was nominated by President Bush to the US Federal Energy Regulatory Commission.

Wellinghoff drafted Nevada‘s renewable portfolio standard in 2001, which contained a solar requirement that is now fueling growth in PV and solar thermal. If confirmed by the Senate, Wellinghoff, a registered Independent and member of the American Solar Energy Society, will be one of the greatest proponents of solar and other renewable energy resources ever to become a commissioner at FERC – the US regulator of interstate transmission of oil, gas and electricity. Recent FERC decisions impacting solar include an order for all public utilities in the United States to adopt standard rules and interconnection procedures for new sources of electricity up to 20 MW. Wellinghoff, who recently negotiated a deal on behalf of PowerLight Corp. for a series of PV installations totaling 3.1 MW at reservoirs administrated by the Las Vegas Valley Water Authority (see article, p. 58), hopes to apply his experience and expertise helping utilities recognize the benefits of renewable energy investments at the federal level. »Renewables are an integral part of the grid,« he says.
